aresting anyone

If someone, axcept the applicable 536 people, commits a crime wouldn't you arrest them to prevent them from hurting others? Or are they allowed to hurt others?
If you don't like duality how can you remedy the fact that they probably will if you don't arrest them and hence allowing others to get hurt.
It seems odd to ask this but I have seen, in movies but I know it is real also, that this can occur.
I will elaborate if anyone thinks you should arrest any of those people.
I'm not an actor, but I play one on TV.
