You'd have to pick a youtuber who's into reading (I watch gaming youtubers, doubt they are book smart), and got to offer the right amount of money. (Every youtuber has different standards)
Pay for a review?  Nope!

Also, I've queried a lot. So far, no responses.

I'm also upping my game a bit.  I'm in talks with a professional model to pose in costume for promo pics.  She may even do a Comicon down the line for me (IF I can afford it).  We'll see how it works out.

I was thinking about this earlier today, but forgot to post. Have you considered releasing a sampler ebook? I've seen quite a few newer authors do this the past few years.
Never say never or always. In most cases, there is an exception to anything you can think of that you might use either word in. "Most likely" and "highly improbable" in a lot of those cases would ring true, but not never/always.

PRO TIP: Figure out your demographic and go where they are.

Facebook was abandoned and inherited by parents. 20-30 somethings are on Twitter and Instagram. Snapchat is where you hit the teen-20something demo.

I'd also suggest taking out ads on relevant podcasts or blogs, where people are reading/listening to hosts/writers of whom they trust. Youtube is also viable though the core community skews younger and maybe further away from books.

Lastly, building a Twitter following can sometimes feel like a job but it's the most organic form of promotion. This mostly means engaging with people (about things besides your book), building relationships and good ol' networking. You can also pay to promote Tweets; I recommend making said promoted tweets engaging so that people don't blow past them. A link to a preview chapter or a giveaway or something. Twitter numbers are easy to rack up.
